What Was the Bulk Freighter?

  • A periodic refuse lorry collection service, operated at-cost by Sevenoaks District Council
  • Part-funded by Parish and Town Councils on behalf of their communities
  • Provided designated local pick-up points for larger household items — without residents needing to travel to the Household Waste Recycling Centre (tip)
  • Particularly valuable in rural areas, where the nearest tip can be a significant journey

What Has Happened?

  • Conservative leadership at Sevenoaks District Council proposed cancellation of the service as part of their budget cuts at Full Council on 24 Feb 2026
  • Conservatives and Reform voted down our amendment to keep the service 
  • The cancellation was not preceded by any public consultation with the Parish and Town Councils who co-funded it

Why Does It Matter?

  • Rural communities are disproportionately affected — residents in villages across Sevenoaks District face longer journeys to dispose of bulky items responsibly
  • Fly-tipping risk increases — evidence consistently links reduced access to waste disposal with higher rates of fly-tipping in country lanes and rural areas
  • Residents get less for their council tax — the service was delivered at cost, with parishes contributing to its funding; cancellation reduces value without reducing bills
  • Parish and Town Councils lose a service they helped fund — the decision was made without meaningful engagement with local councils

What Are the Liberal Democrats Calling For?

The Liberal Democrat group at Sevenoaks District Council is calling on the Conservative administration to reverse this decision and reinstate the Bulk Freighter service. We believe rural communities deserve waste services that work for them — not decisions made without consultation that increase fly-tipping risk and reduce value for money.

Petition to Sevenoaks District Council Reinstate the Bulk Freighter Service

We, the undersigned residents and stakeholders of Sevenoaks District, call on Sevenoaks District Council to reverse its decision to cancel the Bulk Freighter service and reinstate this valued community waste collection.

We note that:

  • The Bulk Freighter provided accessible, local collection points for bulky household waste, enabling residents to dispose of larger items responsibly without travelling to a Household Waste Recycling Centre
  • The service was delivered at cost by Sevenoaks District Council, part-funded by Parish and Town Councils across the district
  • The service was of particular importance to residents in rural communities, where access to the nearest tip requires a significant journey
  • The removal of accessible waste disposal options is known to increase rates of fly-tipping, with a direct environmental and financial impact on rural areas and country lanes
  • The decision to cancel was taken without public consultation with the Parish and Town Councils who co-funded and championed the service on behalf of their communities

We therefore call on Sevenoaks District Council to:

  1. Reverse the decision to cancel the Bulk Freighter service and reinstate collections at appropriate community pick-up points across the district
  2. Engage in genuine consultation with Parish and Town Councils before making any future changes to services they help fund
  3. Consider the specific needs of rural communities when reviewing waste collection provision, recognising that one-size solutions do not serve all residents equally
  4. Assess the fly-tipping impact of the cancellation and take responsibility for any increase in rural fly-tipping attributable to the loss of this service
